How to work this page

Record the requirement and its funding

What is being bought, against which appropriation, and whether funds are available. An award against unavailable funds is a violation before it is a purchase.

Publish the solicitation with its method

Sealed bid, competitive proposal, or sole source. Sole source carries a justification field that is required rather than optional, because that is the one that gets challenged.

Log every response

Received time is recorded to the minute. A late bid is marked late at receipt and not judged on it afterwards.

Evaluate against the published criteria

Scoring uses the criteria as published. The evaluation record shows each evaluator, each score, and the basis, which is exactly what a protest examines.

Award and encumber

The award encumbers the funds immediately, so the budget shows the commitment rather than waiting for an invoice.
